So I am a master smuggler, and now I am working on master pistoleer. I really hate using armor for a whole host of reasons, not the least of which is the equipment delay now with Patch 9. So the question I have for the forum is what types of reasonably priced skill tapes would be most appropriate to use to enhance my clothes to make my path to pistoleer a little easier? Any information you can provide is greatly appreciated.

I you're not gonna use armor I suggest some economical dodge food so you won't get hit in the first place. Buy synthsteaks for up to 45% damage reduction on incoming attacks. BTW there is no such thing as economical skill tapes. I wouldn't buy a tape or armor attachment any less than +3 to go into your clothes.
Here is some advice that you might want to know: buy an ubese shirt and bandolier and a mabari armorweave belt.
These items never decay. You can stick a total of 8 armor attachments in the shirt and bandolier and a total of 4 skill tapes in the mabari belt. I suggest you stick nothing lower than +4 or +5 tapes and AA's in them. These items last forever so you don't have to sweat it ever decaying and becoming useless.
Also, don't stick two AA's or tapes with the same skill mod in the same piece of clothing/armor. Only the higher one will count, so avoid wasting good AA's and tapes. Also for tapes or AA's that have multiple mods on a single tape/AA, only the highest mod will count and if there are mods that have the same value on the tape/AA then the one that comes first in alphabetical order is the one that sticks.
You will pay alot of money for tapes and AA's so I recommend going to dantooine, getting in a solo group, and destroying Mokk/Janta lairs for cash.

I would recommend first getting an ubese shirt. It offers no protection but can be worn under armor and has no condition. No condition means no decay. It also has 4 slots. The shirt will use armor attachments.
I would also look into a belt. It can be worn over armor and will not prevent you from wearing a backpack (like a bandolier). The belt will use skill tapes.
I prefer pistol speed. With decent speed, the lack of armor will be mitigated because your offensive power will increase. As a smuggler, you may also find intimidate SEAs to be useful. Also, protection against state attacks are also useful.
I have been fortunate and have been able to build what I call a "smuggler's harness".
Ubese shirt:
vs. KD +5
Accuracy while standing +3
Pistol speed +13
Unarmed damage +5
Belt:
Pistol speed +3
Unarmed damage +2
I have one slot left on my belt and I'll be looking for a + intimidate myself. This does not require you to choose armor or no armor for the skill mods.
SEAs I would consider useful:
+ to state defenses (including dizzy).
+ to KD
+ injury treatment (use stims more effectively)
+ wound treatment (use woundpacks more effectively)
+ med use (use stronger stims and packs)
+ pistol speed
+ accuracy while moving then standing
+ unarmed damage
Artifacts (loot):
Aaukuan rings with +5 ranged defense. You can wear one on each hand.
Edits in this color.

Great advice on the dodge foods. Active defenses should not ever be underestimated.
