I'm a Master Smuggler Imperial on my server and get a ton of /tells asking to buy faction. Well I go to the Imperial recruiter and tell him "I would like to make a donation to your cause" he tells me "You have done enough already for the Empire". I heard somewhere than if your faction won the last Act being Cries of Alderann then you can't purchase faction? Can someone elaborate plz?

Read DrevenStrobe's guide to selling faction points sticked in the General FAQs above.
You can't buy faction if you already have over 500 FP.
You have to delegate what you already have, then keep buying and delegating in small chunks.
The message you refer to is the one you get if you already have too many FP to buy more.
For example, the other night I had 1400 FP and a friend wanted to buy 10K. I had to delegate 1000 or 1100 (which cost me close to all 1400) before I could start buying chunks from the recruiter. He only sells them in chunks of 125, of which I could delegate 100 (my delegation ration at lieutenant colonel is 1:25 to 1). SO this is what I had to do until I reached 10000 delegated:
Make a 10000 donation (get 125 FP)
Make a 10000 donation (get 125 FP)
Delegate 200 to my friend
repeat

Some more important points for those selling FP for the first time:
Once you have delegated all the FP you currently have, you have to buy the rest from the recruiter.
Note that at Lt. Colonel (level just below colonel) it costs you 125 FP to delegate 100. Since the recruiter sells in chunks of 125, this is easy math at that level. But this also means that each 100 points that get delegated cost you 10K, so 1000 points of FP cost you 100K !! So set your price accordingly. One guy wanted to by 20K the other night, so I charged him 2.4 million. That may have been a little high, but he was willing to pay it.
Plus, if you have any FP already built up before you start the sale, then that is pure profit. For example, I mentioned previously that I had 1400 FP when I started a sale the other night. Since I didn't have to pay the recruiter 140K to buy that, that was built-in profit.
So if you plan on selling FP, keep in mind that for every 100 FP you already have, you make 10K profit.
For rebels, every time you buy 125 FP from the recruiter, he gives you a "Cries of Alderaan" bonus of 13 additional FP. These build up over time to add to your profit. So after you buy 10 times from the recruiter you have an additional 130 bonus FP which is worth just over 10000 credits.

If you factor in the loss during the delegate, at Colonel, Imperial faction is worth 95 credits per point. It's all about competition, setting your price over what you are willing to do for the time involved. Many clients will appreciate bulk discounts, especially when dealing with guilds who are starting up factional bases. My guild has another Master Smuggler who is a Rebel Colonel, and I believe the cost for them is 83 credits per point, due to the CoA bonus. Keep in mind that human vs human (or any species in the Rebellion), faction perks are less for Imperials than Rebels. For example, a Detached HQ is 60K of faction for a Rebel, 42K for an Imperial, then counting your 25% perk discount at the master level it would be 45K for a Rebel, 31,500 for an Imperial.
