From what I remember it was a 1k post min and 2yr account on the forums.

48 months, which i think works out to approximately... 4 years. but still, 1k posts? if somebody doesn't have 1k posts after 4 years... thent hey probably don't care about forum rank 
Seriously though, it used to require a 5 star average rating. I'd say thats a bit more stringent of requirements than 1k posts.
