In certain caves and buildings, there are (maglock boxes) they appear to have items in them but are locked and when you try to slice them it tells you that the lock is damaged and cannot be opened.

Being a master slicer, I would like to know how to get into these.

so it's a bug and not by design or the result of a novice smuggler raiding the containers for free slicing experience

It's not a bug.

Maglock containers are on a timer. They open every XX minutes.

I'm pretty sure this is outlined in the FAQ or the most recent Profession Summary...both links can be found in the Important Links sticky at the topof the forum.

Most maglock containers inside caves etc, are on a timer, they are only accessable every 30 min, hour, or whatever.
