He didn't "missed" anything, they told him nothing.
While he have access to the C-Forum, that is not a guarantee that he will know everything. If he say the Devs didn't gave ANY informations on changes to FD, I believe him. On that issue he had no more information then you do. How come you did not see it coming?
So basically, Wes is a correspondant, not a mind reader.
And a darn good correspondant too!

Well, they DO, but they are not made aware of every change before the change is made.

Correspondents know, at best maybe 30% of what the devs are planning to do and I'm being generous. This is one of many occassions that the correspondent has no idea where this change came from as nothing was discussed. The merchant change, this change... they appear out of nowhere and it's left for us to scramble and figure things out.
The blue names are far from all-knowing sadly and what may interest you is that communication is far better now than it used to be.

So I would put the pressure on the Devs about increasing communications with the correspondants, not on the correspondants who already do what they can with the infos they have.

it just beggers belief that this this goes on allmost two years into the game with no change to how communication can effect these changes before hand

Well, honestly I wouldn't expect them to tell the Corr. EVERY change that's coming. I mean that would be a bit much. Yeah, they should run this stuff by us. But even if they TOLD Wes about this that doesn't mean he'd have been allowed to tell us.
