Smuggler Archive

I've searched the board, and have probably missed an important keyword or something, but I was wondering if I had seen correctly that smugglers will be able to transport from one point to another, or able to unpack their starships, without needing a starport.

I think I saw that a loooong time ago in some of the smuggler revamp posts, but since then it has become lost to me.

Any thoughts or answers would be most appreciated.
