Yeah, I know, I'm probably way behind on this but my friend was wondering... if you can still do it, any instructions how? It'd really help my quest for stormtrooper armor

I'd also suggest you pick up the highest rank of Colonel so you have the best Delegation ratio.

Yes, and I think it's only underworld IV that's required, or a fixer, who can buy fp, masters also work . And do what the other guy said, go to the stickies up top, all the info you'll need.
