Will slicing components be able to be placed on a vendor? Methinks not. Not sure if this has been asked yet, so I apologize if this is redundant.

Currently this is true. The revamp notes, however, indicate otherwise. The question really is for the revamp more than anything else. I should have made that clear.

Please re-read the in-concept thread and place your vote. The "concept" is that all sliced items and spice will no longer be able to be sold on vendors / bazaar. I think it's a horrible idea myself, but this isn't the thread to discuss the matter.
