That's exactly the point. Patrols are lame. Patrols in the middle of nowhere by a droid are incredibly pointless. They're a farming tool, plain and simple. Even the new ones will become meaningless as people figure out a way to get around them. This brings us all back to the point that's been made many times over, there needs to be a contraband system. The point I wish they would get is that by continuosly raising the bar with what they've already done will accomplish this.
I understand their problems with starports, the answer is to make the other cities more appealing. Raids and more player interaction would be a step in the right direction in this. I know players will never be allowed to be mayor or control a static city, but why can't a mayor's cabinet be elected? Why can't a chief surgeon of the city's hospital be selected? Why can't Imperials (in Imp controlled cities) become a reserve for the city? There are tons of possibilities now that Politician has no skill point value. They need to turn that into a good thing by allowing players to become more involved in player cities.
Having patrols at this point is great. Now let's add more raids (from both sides). Start increasing fines. Eventually make things illegal and taxable. That was one of the founding principles of my Underworld proposal. It has to be something that they draw from what's already going on. It's right there in the grasp IMO, now somebody just has to have the cajones to grab it.
