Food and Chemical tool--the one that looks like a portable grill. To make a manufacturing schematic, you need the accompanying crafting station, of course, and the accompanying factory to run them.

JedoS...remember that quality doesn't matter when making spice. As long as you have any old junk resources of the right type the spice will all turn out the same.
