OK, I saw the "Slicing is RANDOM! Get over it!" sticky, and even got several pages into it before my eyes completely glazed over, but it doesn't answer all questions. (Note: I know very little about Smugglers aside from them making spice and slicing a variety of things to enhance their results.)
Slicing is random, yeah I got that. But there are various degrees of "random". Type of slice is random, got it. Amount of slice is... how random? 1% to 30+%? For everyone, every time? Does a Novice have as good a chance of a high one as a Master? Doesn't seem right. I think I saw something in that sticky about "Masters have more slicing skill". Well, last time I played I looked at the Smuggler skill tree, and I didn't see any slicing skill mods. Also in the sticky was a post implying that the amount of XP earned from slicing is more important to good slices than whether the slicer is a Master (someone who has had and dropped Master may be better than someone who has just earned Master).
Definitive answers, please?

I spent alot of time slicing every weapon on TC just so they would be useful. Never really appreciated the benefits of master smuggler until I had to sit down and slice my own weapons for hours on end. You get ALOT of bunk slices. I would say I was lucky to get 1 in 10 slices that was worthy of keeping. This really gets my goat because you know anything other than the best weapon isnt really worthy. They need to give us the choice of dmg vs speed.

Any slice, regardless of quality, is still an improvement on the original weapon.

The none of the bonuses at Master are listed in our box, but we do get it (as the previous posts point out). These stats have been confirmed.
oh and five stars for everyone.
