not to my knowledge...with the uses i have seen or been able to pay attention to. but its a short lived effect ..that is what i have noticed

doesn't break due to damage but despite its description it is not a delay attack either. It is an attack speed debuff of -10 at panic shot and an attack speed debuff of -15 at improved panic shot. If I'm not mistaken low blow is also an attack speed debuff of -40. Low blow and panic shot (both variations) are stackable with each other and with thyroid rupture a combat medic's attack speed debuff. Even if all three attack speed debuffs on a target there is only a barely noticeable effect on the target. This is because at best the debuffs will only lower the target's speed to the speed of the weapon...or the unmodified speed. This is just with testing against players. Against NPCs and creatures the effect is even less noticeable due to how their weapon and their modifiers work depending on how far away your level is from the level of them. In order for attack speed debuffs to work more effectively against players and against npcs and creatures they would need to be implemented as percentage based reductions rather than a specific set amount...but even then the target's speed still only effects the target's modifiers for speed rather than the actual speed of the target.

Yep panic shot and low blow do stack. If you want to kite with a Smuggler special that would be imp restraining shot, once concussion shot is fixed. Of course I have some rifle so I have knee cap shot too.
