May I ask (I did not find the answer on the official list). With "Anger" added... who uses panic shot?

Does sound good on paper though doesn't it? Of course an ability similar to stasis can not be allowed.

Daze add's root, Delay does not.
I learned about this issue when the Rifleman correspondant reminded me that their 5sec "delay" (Startle Shot) was effected by anger too... (what are you supposed to do with 5 seconds "delay" each 35 seconds? Run behind a tree?
