I know this is probably asked quite often and I did try to snoop around a bit, but didn't find the answer...
Is it true that the quality of the tool does not effect the slicing percentage? For example, the tools require high conductivity to make good quality tools, but if you were to use very bad CON resources and use those tools to slice a weapon...from my understanding, atm, it makes no difference. That this is something the DEVs plan to change....'sometime after JTL', am I right?

No, as of now, tool quality does not effect slices. It was originally intended to, but doesn't.
Also, you never, ever get to pick what type of slice it would be, as in speed/encumberance versus damage/effectiveness.

Tool quality does not matter with slicing....anyone who tells you different is selling something. As for the smuggler revamp, just make yourself comportable....it'll be a while.

haha, thanks guys. Yeah, I have heard a lot about the Smuggler Revamp and how it is becoming more and more of a myth =( But I am very thankful for the info because it will save me lots of time not having to search for high CON resources, thanks again!

Yeah, it makes me angry when I see a Smugglers out there who sit around, charging, upwards of eight grand(yes, I realize its permanant, and yes, I realize its still and improvement, bear with me), when they know(or at least, should) that the quality doesn't effect anything. But then it makes me grin when I see them hit something like 7% damage, 5% speed, and so on. While I'm over here using low quality tools getting 27% on average. 
I actually had one start bad mouthing me once when this happened, "quality" Smuggler getting low, while my low quality self getting high slices. I started pulling customers over. And one of the customers said something along the lines. "You know, if you do that **edit**ty with quality materials, why don't ya give this guy your stuff and see what *he* can do with it."
It was also funny to watch the other smuggler duel the customer and promptly be beaten down. If I had a good log of it, I'd post it on Chuckle.
