I am new to smuggling but not the game.

It seems strange to me that I can slice weapons and only have Slicing I.

No, I did not respec into it, just got tired of melee professions

I believe that your level of slicing success is now dependant on your level of smuggler. Lots of us are having a nightmare trying to figure out the new system, but if you check Wes's sticky post there's a guide on there that might clue you in a bit

Slicing isn't broken. Skill titles/descriptions are.
