I believe its the command /transferfactionpoints but bear in mind that the lower your rank, the worse your transfer ratio.

You dont lose ranks through delegating faction as you have already perchased the rank. You can only delegate as much FP as you have at that time, and as the FAQ states, Colonel is the best value rank to go for, course this may take you sometime to accomplish. Good Luck

You definitely want to have the rank of Colonel to set up the faction selling business. 1.18:1 delegate ratio.
