You can sell faction points without even being a smuggler.

You can sell faction to NPC recruitors at UW 3 for small amounts of money.

Or more than likely, you want to know when you can buy faction from NPC recruitors, so you can sell it to players... well that happens at underworld 4.

Here's some math for you!

125fp at 10000credits = 1fp at 80 credits

at Col it is 1.18-1 delegate ratio

so 80 at 1.18 is 95 credits

So to break even if you are buying faction you need to sell it for 95credits a point.

Or you can make a 100% if you farm it yourself,
