There is a static Valarian Assasin spawn near the Tusken bunker but not sure of the WP.

A good bit of the missions require you to take out valarians. I finished the park with a -5000 valarian faction. Will have to check my hutt faction when I log on tonight.

Jabba faction and Hutt faction are two different things.
