Tool quality does not effect slices.
Race does not effect slices.

Hmm absolutely sure you've trained as master? Maybe you dropped a while back for some reasn and forgot to train again? If not your char must be bugged. I had been a Master Smuggler since last year and started slicing for a smith this year. I have sliced literally thousands of pieces of armour and never got a perfect 35% effect slice. Never, as in not even once. I probably should have submitted a report about it, but eh. Just seems odd that I sliced so much(using 90%+ experimented knives) and never got that one number.

I'd check first to see if you actually got Master Smuggler, not Slicing 4.
If you do, you just have cruddy luck

For some reason I have never gotten above 30%.. I've been a master for 2 months and I just cant get above 30%... This is really sucking bad. Im using quality precision knives and clamps but still my average is in the teens... I'm a human female if that makes a difference.

I had a guy the other day ask me to slice for him; he said he wanted a speed slice. As usual, I told him that I can't choose, and that it is entirely random and out of my control. So I slice for him, and get a decent damage slice (don't recall the exact %). He pays me and (in /tell) says "You suck at slicing." Of course I had to reply with "Well, that comment coming from a person who doesn't know jack about slicing isn't exactly an insult, but thanks for the business chuckles." He just ran off in a huff after that.
You can't actually be bad at slicing, since it is all random. You can have streaks of bad luck and good luck, but don't ever think (or let other tell you) that you're bad at it, because it's out of your control.
