You're splitting hair here.
Sorry but there will always be certain teams working on content in the dev team. They are not going to all work on bugs, that is bad company management.
When they say content they most likely mean " no more additions to professions or new features. "

That was a bug fix(depends on what youre specifically talking about), dur.
The content change to their missions was done prior to Tiggs making the statement of the dev's focusing on bugs over content.

well.. not to mention the Valarian Quest revamp comin soon..
but thats, as Tiggs said.. from a different dev team... and doesnt count as "content" i guess... .. so.. they say..

The only way to really get a feel for smuggling is to go out and try it yourself. Clearly, the devs working on the Smuggler profession are just not out on parole yet.
