Personaly I would try a damage slice first, (no clue what the damage cap on a T21 is) If that don't work go for speed.

Cause if they are you base dps would be about 647. Which aint right

((min + max)/2)/spd = dps

(534 + 1087)/2)/2.82
(1621/2)/2.82
810.5/2.82
287.41 dps

Damage crafted cap on T21 is 1184. You might be able to squeeze a tier 3 damage slice into to bring the max to 1173-1174, will have to check on the slice cap.

With the max damage cap for T-21s at 1184, I'd go for a 1-3-1 (level 1 speed, level 3 damage, level 1 critical). That would put the damage at 576-1174, the speed at 2.76 and the base DPS to around 316.

Anyway. Are you looking for a better dps or higher damage or somewhere inbetween?

Full speed slice would give you speed 2.48 with dps 326

Full damage slice would give you damage 576-1173 with dps 310

Lvl 2 speed & lvl 2 damage would give you speed 2.71, damage 555-1130 dps 311
