im thinking of making an alt smuggler but lil confused about the system

1.)so what i know is you can buy faction from a recruiter<--correct? if so how much does it cost?

2.)is there acap on how much you can buy and what does this depend on and if i max on how much i can buy say 600 when can i buy more?

3.)when master smugglers delegate faction does it cost less faction than a non smuggler with there faction perc discount?
