Yes, all of these ideas work, you just need to get the base in deed form.

On a side note, I heardfaction base deedsare locked into the faction of the recruiter/NPC they were purchased from, so giving a Rebel forward outpost to an Imperial player wouldn't work.
This can be confusing to some people, because faction base deeds don't have a faction listed on them. It just says "Deed for a forward outpost", not "Deed for a Rebel forward outpost" or "Deed for an Imperial forward outpost".
You can leave them in a house though, so I'm pretty sure someone can pick them up.

You can trade a Rebel base deed to an Imperial, but the Imperial will not be able to place it. I know this, because someone (A Rebel) bought a Rebel forward outpost deed off my vendor, and then tried to place it with an Imperial alt of his, and he couldn't place it.
I offered to buy the deed back but he said he placed it with his Rebel character.
