Master smuggler? I'm 0/2/2/0 right now. Do you know if I can make it before pub 10? If so what is the best/fastest way to get pistol XP?

Quenkers. Or similar. Just grind it out, you have time- provided you do little else.

Depending on a few things, you can do the pistol boxes in three buff sessions.
It will help if you have a melee class mastered already, but if not it should still work for you as long as you have Novice Pistoleer. Snag a few DX2's (with speed slices (if you don't have novice pistoleer, try an fwg5, but you'll need to double check resistances of the mobs I list)) and 6 or 7 crates of speed or point blank pups. Get graul mauler, pickets, and/or huurton stalker lairs from a terminal in a player city on Dantooine, and get to killing...Point Blank Area 1 is your best friend here. Lay down a bleed on each mob, and then spam the pba. If you find any mobs you know you can take with a pistol on the way to the mission or on the way back, kill them. For the entirety of Underworld and DF, I didn't get a single person complaining about lair jacking. At any rate, this is exactly what I did, and I did it in two days. It may not be the fastest way, but it worked.
