Your rank determines your /delegate ratio. Colonels have the best ratio for /del-ing FP 1.18:1. So, actual cost per FP is 80x1.18 (Imp)or 72.46x1.18 (Rebel)...comes out to 94.4c/FP Imp and 85.5c/FP Rebel.
The lower your rank, the worse your /del ratio is, and consequently your "cost" for FP goes up.

Basicly put, to buy one hundred faction points from a Colonel, it takes 118 of that players faction points, where lower ranks take even more. Thusly, the higher the rank, the less it costs the customer.
