Your math is correct, but your variables can be better.

At colonel the faction delegate cost reduces to 1.117 (or something like that).

There is a stickied post about selling faction in the smugglers FAQ on these boards. It goes into breakdowns and costs for selling faction in much more depth. My guess is that the player selling faction for 110 FPP is a colonel of their faction.

guide said 1.177, not 1.777.... numbers look alike
