We've all seen those scanners you can get (the ones liek the cantina droid scanners) How about making these active within houses/city halls/guilds.

The scanner can be set to look for either sliced equipment, spice or both. It could then issue a fine based on the amount found. Perhaps an excempt list so friends/members dont get scanned.

I am sure most people wouldn't want us unsavory types just walking into their property.
