Did it actually decrease the speed? I guess such a thing would be possible if it were already past the cap, but this is the first I've heard of it.

If they are not going to allow slices to put the weapon's speed/damage past the cap, then the slice needs to be for the other attribute.

no the weapon was not at cap cause i slliced an identical one for a 20% damage
