So for making spices like Booster Blue - do the stats of the ingredients matter at all? I'm guessing no as the schematic doesn't give any indication and everything I can find gives hard and fast stats for the end result of the spice.

No, I don't think they can even be experimented. So use the cheapest possible resources.
