Is it still faster to golevel up pistols1st then smuggler or does it make a difference?

You get xp now based on your Combat Level (CL), and since your CL will rise just as fast going up Smuggler instead of Pistoleer, there is indeed no difference.

although going up pistol first will get you Fan Shot and that's a cone attack. If you get in a good grinding group that will in fact help you level faster
