I don't know if this has been suggested yet. For faction purchase I suggest raising the cap by a percentage based on your rank in the underworld tree and then at Master Smuggler I'd remove the cap entirely and put in a new UI to make the faction point purchase easier. Much like when you go to the bank to deposit money, use a "slider" type interface to request faction points from the recruiter. Say slide it from 0fp to 5000fp and at the bottom of the screen show how much the fp purchase is going to cost in credits.

#EDIT# To delgate faction to another pc I'd use a window similar to a trade window using again a slider type function to show how much faction you have and wish to transfer, and add a "credits required for purchase" section or even an item window of you wish to trade for faction for loot to show the player how much you are charging for the transfer. with the "ok" and "finish transaction" check boxes and buttons.
