I am a M Smuggler / M Carbineer. I've been a Master Smuggler since I got the game all most two years ago, and I have paired it with every combat class including all the melee classes and carbineer is my favorite.
The great thing about smuggler is that our specials complement just about any of the ranged combat classes. Unfortunatly due to lack of imagination on SOE's part it doesn't complement the melee classes very well.../shrug.
To answer your questions:
1. It all depends on what you are looking for. Carbineer is stronger damage wise with leg shot and full auto shot, but it does not have a root like pistoleer does. Carbineer does have the best snare of all the combat classes and a damn good knock down to compensate though. Pistoleer however is probably the best complement for smuggler (I played a smuggler / pistoleer for about a year) as we get added bonuses for the hand cannons. But like I said, smuggler works well with all ranged classes. So stick with what you think you will have fun with.
2. I pretty much answered question two above. Yes we can use all of our smuggler specials with a carbine, and a rifle for that matter.
If you want to root things after this next patch, then I'd suggest going with pistols.
P.S. Another good thing about carbineer is that they use battle armor. So this opens up more armor options for you as a smuggler / carbineer can use both recon and battle armor.

As far as pistols compared to carbs u need to ask urself this question...Do you want a KD or a root? Simple as that. If u don't mind being 35m from ur target when shooting that is really the main difference. The carbs give a KD and snare with a nice dmg shot. Pistols give root and u already have a snare from smug but the dmg shot isn't quite as powerful as the one for carbs. I beleive all the smug specials work with carbs except for Panic Shot and LD(I have been corrected by the above posts now). And 3 posts saying the same thing

Oh my dog, you're the exact place I was in smuggler for six months when I quit grinding.
As a master carbineer...
1. As far as specials in general, they're about equal, but pistols focuses more on crowd control than carbs does, and not quite as much as smuggler, so it may seem a bit redundant, though less so with the concussion change.In terms of damage, carbs beats pistols. Legshot is, if I'm not mistaken, the secondbest rangeddamageability in the game. Full Auto Area is a great AoE shot, too. Plus, you get battle armor if you go carbines, but you get recon for pistols which you already have.
I am interested to see how the new concussion shot will work in the Carbine build. Unfortunately it looks like it is still not working on TC correctly.
