Am I being thick or is there no reason to use Panic shot over concussion?

Been away for a while - typically just as everything kicks off - and I'm trying to catch up.

It is exactly what you'd want if concussion didn't stick.... or if you're waiting for a timer.

One I just thought of would be when pulling one enemy at a time. Hit 'em with panic and they'll run away from the group but still won't be able to attack you. That way you can set them up for a nice ambush.
