What happened to our minimum slice for master being 11%?

I had a 4% speed slice on a 500K Renegade and would very much like an answer as to why Master Smuggler now can slice worse than someone 300xp into slicing 1. If anyone tells me this was intended my head may explode.

Anyone know what the deal is?
