I know of many imperials on my server who would love to attack a rebel that has a tef. but since you can no longer get a tef from killing opposing faction this is not possible. well the GCW crackdown came out a few a while back but being scanned is longer a real worry. By allowing players who are colonels to scan players of opposing faction looking to give them a tef they can possibly attack players who carry illegal goods or have high rank or jedi powers. This can keep jedi out of players sight as jedi would not like being scanned overt for dueling in Theed and then atackable by any player who wishes to pvp. Smugglers could help players by alowing escort and travel for players as they would give a bonus to avoid becoming overt when scanned.

Since pvp no longer gives decay or xp penalty this would only make players be much more careful while traveling around the galaxy and gives pvpers a chance to be more aggressive against those that disobey the law or pose a threat to thierfaction. Would only add excitement for pvpers and smugglers and make players take the galaxy more seriously not causing any penalties to anyone.
