Ok my good friend is a Human Master Smuggler, she is also an Imperial Colonel, now if she were to get the Pursuasion Tree from the village would that add on to the faction reduction she already gets for being Master Smuggler? So basically if she get it will it cost her less faction to buy factional items from a recruiter? Thanks in advance guys!

No, I foolishly picked up the persuasion branch as one of my free unlocks. All it does is get you a discount on any training you pay from from an npc.
Smuggler is (as far as I can recall), the only prof not to get a line (or more) of FS skills to help them out, so it would be nice if they did make the persuasion line do something for us. It would also make more sense in the new smuggling system on the in concept boards, if we can talk our way past any 'encounters', the persuasion skill should help us do that, but I have no idea if this will happen.

Part of me was always annoyed that force sensitives got persuasion and luck skills while smugglers didnt get any skills like that natively, (especially luck... Jedi luck = oxymoron)I even almost picked them up, im glad i didn't considering how gimped they are
Now I'm glad Smugglers dont have any method of force sensitive enhancement, all our power should come from our wits, guile and cunning, not some mystical magical force thing.
(although I did pick up FS driving, I couldn't bare the idea the devs could do a total U-turn and make it count in space eventually)
