so if i want to buy myself a Colonel Rank or any expensive perks i have to get a friend to help me whos allready high ranking?
Or is there some way to get around this?

Well, pretty much, sincethere's a cap of 500 on buying for yourself.
You're best bet is to find a fellow Smuggler who's high rank, and just buy the FP from him. Rather thanbuying the FP,transferring them tohim, and him transferring them back. You get hit with the transfer rate loss in both directions in that case.
Couple of questions...
1) does one buy the next rank as one goes up to colnel? Or does one simply save up enough for colnel? The first way I know is WAY more expensive, I just don't know how this works exactly.
2) 1.18-1. So if I buy 125 FP's for 10k and transfer them to my client he gets how much? (math makes my head hurt)

1) You can get to Colonel one of two ways:
a) Grind faction destroy missions through the ranks. Assuming Smuggler is your only combat related skills, you'll get around 200 FP per round of missions if you slice the terms. If you group, or have access to higher level missions through gaining another combat profession, you'll earn better FP rewards.
b) Find a friendly fellow Smuggler, preferably a Colonel, and have him sell you the points. If you get the right kind of person, they'll probably do it at "cost" which would end up costing YOU around 4-5 mil to go from Private all the way to Colonel.
2) Transfer ratio for Colonel is 1.18:1. So, if you buy 125 points for 10k, then transfer 100 of those points to a client, he'll get the 100 points, but you will lose 18 additional points in the transfer, leaving you with a surplus of 7 points.
Example:
You have the minimum 200 points to start with.
Buy 125 for 10k. (Increases your total to 325).
/del Dreven 100
System message: You delegate 100 points to Dreven.
System message: You have lost 118 points.
Your point total when it's all said and done would now be 207.
If you try to /del too many points, it won't let you drop below the 200 point minimum. You'll get a system message that you don't have enough points.
*shrug*...you could probably get by with transferring 105 per...
I just perferred to work with round numbers...100 or 250...
