They are there, its just that they wont be activated until Pub356 "the smuggler mini-revamp" scheduled for the spring of 2047.

The day the final smuggler revamp is to go live, which will perfect smuggler into the profession we love from the movies and the one we've always wanted to play, the execs at SOE will decide SWG is no longer profitable and can the servers.
