Well, I had the same sort of issue, Tall, Buff, Black woman who is a good enough actor. I came up with Pam Greer for Alyxian, either that or Grace Jones 
Either would look awesome with horns and facial tattoos. Although, Grace Jones is not full figured enough for Alyxian...so Pam Greer it is.
I figure from the interaction I have had with Arsani, Halle Berry might be short enough *wink*

Steve McQueen. If they can digitize him for a car commercial they can pry him from his grave to play Mic Zweig. Or just get James Morrison who played Col. McQueen on Space: Above and Beyond. Either works.

She excells at the proper attitude, does a good British(IE: Imperial) accent, and has the kind of physicality needed. Also, I don't think anyone else has the proper lips. The problems are:
Have to dye her hair red or get a good wig going, and she's too short, so you'd have to play with camera angles to make her look taller. Also, she'd probably have to wear a, um... "Chestal Enhancement" under the shirt, as she's a bit slender for Kait.
If I could find another lady that's an amazonian redhead that can pull a decent accent and deliver a properly bitchy-professional demeanor, that would be cool, too. I just can't think of any.
