With everybody talking about what should be done with regards to the Crackdown, and a few people talking about how it should be handled in starports, I thought I'd give my old idea a bump.

I'm not quite sure that I understand exactly what you mean about the exluding of certain classes of STs from normal TEF/GCW rules, care to elaborate?
