LOL... Nah it's older than that...

Jumpgate ( which pre-dates EvE beta ) was probably the origonator as it's much delayed expansion had an eta of soon... which metamorphasised into Soon (tm) as we increasingly got frustrated... Mmmm sounds like the smuggler revamp - although in this case we did get the expansion in the end.
