Actually he was to some degree. Being Force Sensitive doesn't mean you can use the Force, it just means you have certain abilities that are above and beyond normal people. It could mean you've got incredible aim, or that you're able to see an attack coming 2 tenths of a second faster (which is actually relatively a lot), or you may just be extremely persuasive and charming, etc, etc, etc. Han wasn't a Jedi, and, in fact, he wasn't capable of being one even if he wanted to. But he was Force Sensitive because the Force gave him abilities above those of normal people.
That's the whole point of the Force Sensitive trees; you can push the limits of *insert you species here* capabilities just like how Han did in some aspects. Just because you pick up FS skills doesn't mean you have to become a Jedi. I plan on picking up some FS skills, but I'll never turn my main character into a Jedi.

Not to hijack this thread and start some kind of philosophical debate on the force... I disagree. Becoming a Force Sensitive means quite the opposite of "push the limits of *insert you species here* capabilities", it in fact means to surpass the possible limits of your physical being, to be come a super-being, if you will. This is as evidenced in Ep 1, when it is revealed that pod-racing is impossible for a mere human to compete in, never mind place. It is for this reason Qui-gon is interested in Anikin, because he must be operating above the possible limits of what a non-sensitive human can do.
Han is a different debate- it could be argued that his luckat navigating the impossible asteroid field,getting a dozen storm troopers to retreat as healone charges ahead, and other feats were his connection to the force. It can be equally argued that his skills and good fortune were never beyond the limits of human capability, and only his personality and ego made his accomplishments seem larger-than-life or better than humanly possible.
Not all FSs are Jedi, but those who merely "push" the limits of their species are not neccissarly more connected to the force, those who surpass the limits are.

There is a HUGE difference between Anakin Skywalker's Pod Racing abilities and Han Solo!
Being Force Sensitive isn't a cut and dry, black/white, issue. You can be highly FS, or just barely FS. As Bastila in KOTOR put it, "the Force works through everyone to some degree." I'm not suggesting Han Solo could Pod Race; he wouldn't last 10 minutes. I'm just saying that Han was slightly Force Sensitive, and that it aided him (to whatever degree) in becoming an accomplished Smuggler and later an accomplished member of the Rebellion.
And, c'mon, "[Han's] luck at..." Have you forgotten Obi-wan's words already? "In my experience, there's no such thing as luck."
