Some people do not know what a front is, or they just cannot think of one to "cover" thier actions up.

There are different levels of cover. My own crime PA will describe itself simply as a family, but anyone with their ear to the ground knows what kind of family we are, much like Caels Cartel. He can say there's no Cartel, and Mr. Average Joe can think there's no Cartel, but anywell connectedhood with half a brain knows there's a Cartel.
Also while we may miss out on some of the perks of the GCW, being a dedicated nuetral doesn't mean you can't be a good underworld PA.

Please include me in this. I'm sure the 20+ smuggler/BH's in the Black Widows would be interested. We officers have been discussing merging with other Underworld PAs for a while now, to make a larger syndicate.
Lets discuss this tonight at the meeting, shall we?
