I'm sorry, but what is it that you think smugglers do, then? Smugglers do deliveries of contraband material. That's what they do. On occassion they do infiltration jobs, but not very often (and I've provided an example of an infiltration type job too). But even, it's ussually where they have to steal some type of contraband material to deliver somewhere. This is the smugglers life....it's what they do.
The changes to the GCW as described above would finally give the smuggler profession purpose. I don't know what else to say on it.

In addition to smuggling contraband. I think it'd also be nice for smugglers with multi-passenger ships to be able to smuggle other players (generally rebel overts) to planets in which they'd generally be "jumped" as soon as they entered the system. Perhaps players grouped with a smuggler could also reap the benifit of the Smuggler "mask scent" esque ability (provided they are within a close proximity), allowing them to sneak past patrols or opposing faction members that would otherwise attack them immediately. This form of concealment should only be from NPC's. If a player realizes who they are, they should be allowed to attack them (IE, on an imperial players radar, the players would appear as blue, but if they were to place they're cursor over them, it would turn into a target crosshair).

Ok, there would still be that same risk involved (read my original post). Just less likely-hood for a smuggler then for a non-smuggler. 90% of the people in the star wars universe that hired smugglers, weren't wealhty enough to turn around and hire a bounty hunter if the smuggler dropped the shipment. The majority of them (like everyone else) were just trying to scrap by living from one shipment to the next (like the smugglers). There was a lot of risk involved (financially) for those that gave out smuggling assignments. That's why I'm opposed of the "Bounty" system most smugglers are pushing for. Yes, down the line, a system that involved bouties for failed shipments for master smugglers running missions for Jabba or the Empire should be included...but I'm thinking short term fixes here.
