This has nothing to do with customers refusing to pay. This has to do with customers who would maliciously trade you a weapon, have it sliced, then refuse to take it back. Now that you are stuck with their gun, they can call in a CSR and get you banned for it. I asked WesBelden a week ago about this potential griefing situation and he looked into it. This discussion will help smugglers "cover their ass" in the event of such a situation. It has nothing to do with wanting to collect your slicing fee.
Some things that I think will help is collecting the slicing fee at the same time as the weapon. Get the money up front. This will prevent morons from trying to get a free slice out of you and in the process get you banned. Asking for the money up front with the weapon will eliminate a vast majority of griefers, but there is that small amount of griefers who might be so inclined to initiate a slicing deal with a smuggler not to get a free slice, but to get them banned or in trouble. This group doesn't care about conning free slices, but in tanning your hide. So it's not about collecting your fee, but protecting yourself.
