Maybe BH could only hunt you down while you doing a run for a transport mission(which they would need to add in-game). Perhaps you have to have the contra-band in hand/inventory for the mission to be vaild. Once the drop is made the mission expires. If you discard the item before you make the drop off to avoid the BH, there could be some kind of penalty...maybe another BH mission issued againt you by your contractor depending on teh value of the item(s), XP penalty, credit penalty, reduced missions values for a period of time(damaged reputation), or Faction XP loss for that contractor/faction, etc.
