Well, if you want to give smugglers an "edge" on travel to make the world smaller, make it so regular pilots can't insta-shuttle from anywhere to anywhere but keep it in the confines of space (Like how we used shuttles before, can't get to rori unless you're on naboo) but give smugglers the ability to go from anywhere to anywhere so they can "ferry" people around. Maybe add crackdowns on regular pilots who attempt to go somewhere and a reduction in chance of a smuggler being stopped.
Also, all those "restriced" planets would need a smuggler to land on and you would HAVE to get into space to land on them, no more shuttling from one safe SP, skip the dangerous trip and onto the restricted planet's SP. Make it so smugglers or aligned members can land (I think dantooine is restricted but they have the base to land at and imps have the OP)
Also, being able to "slice" ship equipment for better performance or giving smugglers special pilot abilities like a faster hyperdrive engagement but add in a random destination and some damage (think of it like an "omg, I'm gonna get shot the F up! let's get the hell outta dodge, chief!" button) and even the ability to slice regular vehicles for different performances so that my BARC is different from EVERYONE else's!
It's the little things 
And it IS possible to smuggle:
A lot of newer quests (space ones) ask that you go over in different sectors and dock with certain ships while a cargo transfer is done and you're getting shot at. If someone knows which mission I'm talking about, share with the group, the name and location evades me right now... it's a kash mission, I'm pretty sure, I think a rodian in the etyyy area, the girl rodian I think.
Anyways... a little tweak ad you got smuggling! watch:
Give a smuggler the ability to slice SW created "cargo holds" to hold more than asteroids. different components used in slicing would make the hold less and less detectable (more on that later). Equip it on your ship (POB would be preferable, besides, then you'd feel like Solo himself
) and you can put "smugging stuff" in it. Get your smuggling stuff from someone on the ground OR get a mission from someone on the ground to meet someone in space to make the transfer.
Random is the key here.
I prefer Imperials but it could be BH ships or bandits...
A random chance could happen that either you were betrayed/ambushed whatever... anyways, stuff goes wrong and people start shooting you (this could be done as a delivery mission on the ground) and bandits and stuff would try and kill you and steal your cargo... Imperials tho! WOO! Oh, the possibilities 
I like this one best: If the imps take your shields out and/or disable you, a large ship (like a gunboat or decimator or any large ship) hypers in and docks with you. You are then boarded. Imp or not, you have the option to let them search your ship for contraband or kick their asses back to last thursday... if they search your ship for contraband they fine you (that would be illigal stuff lying around as decoration in the open in your ship) if they find your cargo hold they confiscate it, fine you some more, and you fail yer mission...
Now, random is still the key, so maybe you get attacked, maybe not... I like random.
I also like missions with mulitple steps and options. I don't like "take this to here" and you're done, I'd like to see "take this to here and he'll tell you to take it to him but you have the option to take it to the other guy for a different reward"
And if they DO put us on the BH terms, I ask this:
Allow smugglers to slice terminals to be able to:
-determine who is on the terminal
-remove someone from the terminals
-increase the bounty on someone in the terminals
if you fail, YOU get added to the terms 
Also, while you're slicing the term, ANYONE can walk by and use a radial menu option to "report you to the authorities" that also adds you to the terminals or increases your bounty.
I also ask that smugglers, unlike jedi, CAN be attacked in space if attacked by a player BH. Think about it, with one of the weakest "combat" professions in the game, might as well allow us to fight BHs in an *even* environment
