I don't think questions can be sliced, only weapons and armor. (Sorry, sorry, someone had to do it...)

In theory, no. Only a Master Smuggler can slice to 100% customization. Any 0400 slicers who slice to 100% customization will have bounties placed on their heads by the Smuggler's Alliance for exploiting.

Of course, the only penalty they can impose is seeking them out, pointing and yelling splooooooooooooiiiiiiiiiiiiiiiterrrrrrrr!, so there's not much risk involved.

Or if you're caught exploiting in the forum, we'll send the jaguar to eat you.
