UW I - UnderWear One - allows the smuggler to change his underwear after hearing aboutanother nerf to his/her profession.

Actually as you go up the UnderWear tree you don't find a need for new Undies quite as often. At master you almost never soil yourself from Nerf-nouncements though that skill can get bugged if you attempt to change while KD

I thouhgt as a Novice you got a certificate for Depends, so you wouldn't have to worry about the Nerfs, perhaps that is broken as well.

personaly i find it unfair that smugglers can sell faction, we dont deserve it how about make it a higher rank faction privlage that everyone can have!!!
