Panic Shot/LB in a combo, perhaps, could pin something down nicely... except they aren't working, and they wouldn't last long enough in a prolonged fight, either.
I think this is what we are supposed to do to the targets we are actively fighting to control them. Movement reduction to keep them out of melee range, and low-blow to keep them from fighting at all. The concussion shot is supposed to only be used when you have multiple mobs attacking you, so you can effectively take a few of the other mobs out of the fight and focus on one at a time to win. (Or to run through the engine room in the Corvette safely for once!) Since it's has a rather long recharge rate, (though it's effective duration is GREAT,) you need to use this to "mezz" one target, and others you hold off by low-blow (when it works, not right now of course,) Disarm Shot, and other profession specials like stopping shot, for instance, until you can mezz them.
I agree that most of our specials are way too short of duration to be of all that much use. Still, I have to say that my biggest challenge in combat is that I have TOO MANY useful attacks. By the time I stick them with everything good, they are already dead. No time to gloat over the helpless targets. *sigh* And I can never decide which shot to use first. Too many good choices.
Does anyone here use reckless shot? Seem likea rather boring shot compared to everything else? Maybe that's just me.

I am loving having both stopping shot and concussion...because concussion recovers faster. I was hunting with 4 jedi and I was in charge of rooting 
"DOM ROOT IT!" And if they broke stopping shot root...I had concussion ready!
Soooo glad I put that on my hotbar
